we're actually adding funds to education, particularly to fund our education initiatives. and we're concentrating much of that additional money on the lowest performing school districts in the state of connecticut. in point of fact, the 30 lowest performing school districts are getting the bulk of the additional monies under terms that they're not used to. it's by agreement on how that money's going to be spent. it's making sure that additional dollars will drive additional achievement in those low performing districts. i'm also fond of saying that this is very much about changing our habits. so when we sat down and looked at all of our school districts and then looked at those low performing districts, in almost every one of those low performing school districts there was at least one outstanding school. and several of them, several outstanding schools. but what you find is we're more likely to repeat our failures than we are our successes. or to put it a different way, we're more likely to explain away our successes as a way of, i suppose, adding some psychological suppo

we used to call each other and share ideas on tax reform, on education reform. on getting things done. we love the environment on you can actually achieve results. that's the great thing of being a governor. i look at so many of the members of the utah state legislature who are here. and with each one of them, i can tell you stories about how we were able to get things done and the can-do attitude. it was remarkable. joe then went on to the senate and became terribly frustrated with the culture that existed on capitol hill, something that evan knows a lot about. i went on to china to become our senior diplomat running the embassy there. and we kind of regrouped a little bit later when joe and nancy jacobson, who was the power behind no labels initially came and said would you like to become part of the no labels movement. what on earth is no labels? is it a third party effort to kind of ship wreck the republicans and the democrats. is it a bunch of mushy moderates to get together to take over the world? none of the above. come to find that it is a group that res

they are better educated now than they ever have been in history. they're also equipped with technology available that at a moment's notice can get information to virtually any question you have regarding benefits. the va pictures this as a disaster waiting to happen because these are the veteran that are filing complex claims. on november 7th, secretary shin seki took credit for reducing the backlog by one third since march. we caution this panel and everyone involved with va claims to don't take that as gospel. it's a big part of the claims process and that they are not telling people. the most insignificant type of claim is not a medical claim. it is called a dependent status change. you get married, have a child, get divorced, your child features out. it is one document with one attachment from your marriage certificate, divorce decree, what have you. those going to claims. they are adjudicated right alongside him unless a terminal lung disease for agent orange illnesses. unfortunately, those claims and we have been able to prove it to the subco
